Isetann Recto, once a prominent shopping destination in Manila, has undergone significant changes and faced challenges throughout its history.
About Isetann
Isetann (also known as Isetann Cinerama Complex and Isetann Recto) is a shopping mall located at C.M. Recto Avenue corner Quezon Boulevard and Evangelista Street in Quiapo, Manila, Philippines. The mall sits in the portion of Estero de Quiapo which became Roman Super Cinerama in 1964 and burnt down in the late 1970s.

Originally known as Roman Super Cinerama, the mall traces its roots back to 1964 when it was established as a luxurious theater owned by the Roman and Rojas families. With its state-of-the-art amenities and grandeur, Roman Super Cinerama quickly became a landmark in the bustling district of Quiapo.

However, tragedy struck in the late 1970s when the theater was ravaged by fire due to faulty wiring, leading to its closure and eventual demolition. In its place, Isetann saw an opportunity to develop a modern shopping mall, acquiring the lot and commencing construction in response to the burgeoning retail landscape in Manila, epitomized by the emergence of SM City North EDSA.
The road to completing Isetann Cinerama was fraught with challenges, including delays caused by protests, political upheavals such as the People Power Revolution, and the tragic events of the Mendiola massacre. Despite these setbacks, construction eventually concluded, and the mall officially opened its doors to the public in April 1988, marking a new chapter in its storied history.
Over the years, Isetann Recto thrived as a popular shopping destination, attracting shoppers with its diverse array of retail outlets, dining establishments, and entertainment options. The mall's four movie theaters managed by Cineworld Cinerama Inc. also became a favorite destination for cinephiles seeking the latest blockbuster films.

However, in 2019, Isetann Recto faced a new challenge when it was ordered to close by Manila Mayor Isko Moreno due to various infractions, including misrepresentation of business area and questionable number of employees. The closure was prompted by a memorandum from the city's Bureau of Permits, citing violations related to the mall's business operations.
Among the issues raised were the mall's registration under Tri-Union Properties, which allegedly leased multiple stalls and spaces without proper business permits, and the misrepresentation of its actual business area. Additionally, concerns were raised about the sale of secondhand mobile phones within the mall, with Mayor Moreno issuing a ban on such sales and threatening further closure if the mall was found to be harboring vendors of stolen goods.
In response to the closure order, Isetann Recto settled its tax deficiency and secured proper business permits, allowing the mall to reopen its doors to the public. The closure served as a reminder of the importance of compliance with local regulations and highlighted the challenges faced by businesses in navigating the regulatory landscape.
