My problem wasn't resolved until someone from Smart contacted me and advised me something I never considered. I was happy that this little thing actually fixed my SIM registration!
It is important to know if your SIM Card Number has already been registered on Smart, TNT or Sun Cellular. If you know if your SIM is already registered, you can avoid deactivation problems.
