PhilHealth for Senior Citizens
Under Section 5 of RA 10645, all senior citizens shall be covered by PhilHealth. Their annual premium contributions shall be borne by the National Government from the proceeds of RA No. 10351 (Sin Tax Law), provided that they are not currently covered by any existing (membership) category of PhilHealth. Likewise, a senior citizen must not have a regular source of income to be granted this privilege under the law.

Who are Qualified?
- Filipino citizens who are residents of the Philippines, aged sixty (60) years or above and are not currently covered by any membership category of PhilHealth;
- Qualified dependents of senior citizen members who are also senior citizen themselves; and
- Qualified dependents of members belonging to other membership categories, with or without coverage who are senior citizens themselves.
- Senior Citizens who are gainfully employed or who remain to have regular sources of income shall continue to pay their premium contributions to PhilHealth under the applicable membership categories.
How to be a Member (PhilHealth for Senior Citizens)
Registration Procedures for PhilHealth for Senior Citizens
There are two options to enroll as a Senior Citizen member of PhilHealth.
1. Through Office for the Senior Citizens Affairs (OSCA)
- Fill out two (2) copies of the PhilHealth Member Registration Form (PMRF);
- Submit duly accomplished PMRF to the OSCA in the city or municipality where the elderly resides
- Await Member Data Record and Identification card issued by PhilHealth through OSCA
2. Through PhilHealth Local Health Insurance Office (LHIO)
- Fill out two (2) copies of the PhilHealth Member Registration Form (PMRF);
- Attach 1 x 1 photo taken within the last six months;
- Present Senior Citizens’ Identification Card issued by the OSCA in the city or municipality where the elderly resides or a valid government issued ID.
- Submit duly accomplished PMRF
- Await Member Data Record and PhilHealth Identification Card
PhilHealth Premium Contributions for Senior Citizens
The premium contributions of those who will be enrolled under the Senior Citizen category shall be sourced from the proceeds of Republic Act No. 10351, commonly known as the Sin Tax Law.

In hospitals with installed HCI Portal, Senior Citizens only need to present their senior citizen card, MDR or any accepted proof of identity and age. The Hospital shall print a PhilHealth Benefit Eligibility Form (PBEF). A PBEF that says “YES” means that the patient is entitled to the benefits and shall serve as a basis for automatic deduction.
In case the hospital has no HCI portal installed, or the PBEF says “NO”, or the senior citizen was not able to enroll before discharge, the following should be attached to the usual claim documents:
- duly accomplished PhilHealth Member Registration Form (PMRF); and
- an acceptable proof of status as a senior citizen, including but not limited to the Senior Citizens' Identification Card.
