The National Telecommunications Commission (NTC) has also recently released the Implementing Rules and Regulations (IRR) of the SIM Card Registration Act, which served as the basis for the telcos’ guidelines.



The measure aims to protect end-users from any SIM, Internet, or electronic communication-aided crimes, including trolling, text scams, and the spreading of fake news.

What is the SIM Card Registration Act?

The SIM Card Registration Act or RA 11934 mandates all SIM card users, both existing and new, to register their SIM cards to their respective telecommunications providers.


Which SIM cards are covered by the SIM Card Registration Act?

All local SIM cards, including eSIMs, are covered by the SIM Card Registration Act.

These include SIMs owned by local and foreign users and businesses that are purchased in the Philippines and used in smartphones, broadband modems, and pocket Wi-Fi devices, either postpaid or prepaid accounts.


When can I register my SIM card/s?

You can start registering your SIM cards from December 27, 2022, and onwards.

You are required to register your SIM cards within 180 days from the effectivity of the SIM Card Registration Act.



How do I register my SIM card? / Where can I register my SIM card?

Go to your respective telco’s SIM card registration website.


What information do I need to have my SIM card registered?

You need to provide the following information:
  • Full name
  • Date of Birth
  • Sex
  • Address
  • Government ID with photo
  • Declaration that the ID presented is true and correct

For corporations, the requirements are:

Smart
  • Business name
  • Business address
  • Full name of authorized signatory

Globe
  • SEC Certificate of Registration
  • Board Resolution designating the authorized representative
  • In the case of other juridical entities, a Special Power of Attorney



I have a postpaid SIM card. Do I still have to register my SIM with my telco?

Yes. All SIM cards, existing and new, need to be registered.

Smart Postpaid subscribers will be notified and asked for their confirmation to register their information. The customer details and documents provided when they opened their accounts will be sufficient for the telco.

Smart enterprise customers will be notified and asked for their confirmation to register their existing information with Smart thru their authorized signatories.

For Globe Postpaid, existing subscribers with incomplete information will be asked to provide other mandatory information that was not provided during their initial postpaid subscription.


What happens if I fail to register my SIM card within the prescribed time period?

Failure to register your SIM will result in its deactivation. However, deactivated SIM cards can be reactivated after completing the registration process. Reactivation should be made not later than 5 days after its automatic deactivation.


On April 25, 2023, Pres. Ferdinand Marcos Jr. approved the 90-day SIM registration extension.


Do I have to pay to register my SIM card?

No. SIM card registration is free of charge.


How many SIM cards can I register?

There is no limit to the number of SIM cards you can register.


Do minors need to register their SIM cards?

For minors, SIM card registration will be under their parent or guardian’s name.



What are the accepted IDs for SIM card registration?

Part of the registration process will require you to submit any of the valid government ID or documents with a photo listed below:


What is the penalty for non-compliance?

Subscribers who provide false information or submitted fake documents, spoof a registered SIM, or engage in the sale of a stolen SIM will face imprisonment from 6 months to 2 years, or a fine of Php 100,000 to Php 300,000, or both.
