Since the Department of Foreign Affairs (DFA) opened passport courtesy lanes, minors may not need an appointment to process their passport.

Specific requirements and documents are required for minor applicants such as those who are not traveling with either parent or traveling alone, for applicants whose parents are currently living abroad, legitimate by subsequent marriage of parent, illegitimate, orphaned minor, foundling, adopted minors or adopted by foreigners, applicant whose parents are annulled or divorced, and whose mother is also a minor.

Who is Considered a Minor?

A minor is anyone who is under the age of majority or below 18 years old. In this case of getting a passport, a minor still needs his or her parent’s consent or assistance in dealing with legal matters and travel overseas.


0 to 7 years old

Since babies and children under the age of seven (7) years old do not have the mental ability to make their own decisions on their own, booking an appointment online is not possible for minors within this age range.

The DFA Aseana office and other DFA consular offices countrywide will allow children to use the passport courtesy lanes as of March 2022, provided that their accompanying parents or guardians are properly immunized.


8 to 17 years old

As with everyone else, those who fall into this category of minors must make an appointment online. There is also a courtesy lane for children who have another younger sibling also applying for a Philippine passport and who is under the age of 7.

Different requirements would also be needed depending on if a child is traveling alone, with a parent or legal guardian, or with somebody else.


Passport Requirements for Minors below 18 years old

  • Confirmed appointment (except for 1 year old and below)
  • Personal appearance of the minor applicant
  • Personal appearance of either parent and valid passport of parents (if minor is a legitimate child)
  • Personal appearance of mother and proper ID or valid passport of mother (if minor is an illegitimate child)
  • Original Birth Certificate of minor in Security Paper issued by PSA or Certified True Copy of Birth Certificate issued by the Local Civil Registrar and duly authenticated by PSA. Transcribed Birth Certificate from the LCR is required when entries in PSA Birth Certificate are blurred or unreadable. Report of Birth duly authenticated by PSA is required if minor was born abroad.
  • Document of identity with photo, if minor is 8-17 years old (for first time and renewal applicant) such as School ID or Form 137 with readable dry seal
  • For minor applicants who never attended school, a Notarized Affidavit of Explanation executed by either parent (if minor is a legitimate child) / by mother (if minor is an illegitimate child) detailing the reasons why the child is not in school, is required
  • Marriage Certificate of minor’s parents duly authenticated by PSA (for legitimate child)
  • Original and photocopy of valid passport of the person traveling with the minor

SUPPORTING DOCUMENTS

These are the additional requirements needed in case of the following scenarios:

1. In case applicant has No PSA Birth Certificate/Report of Birth yet,

  • If born in the Philippines: Certified True Copy of Local Civil Registrar (LCR) Birth Certificate authenticated by PSA.
  • If born abroad: original copy of Report of Birth (ROB) issued by the Philippine Embassy

  • Applicant must submit a Special Power of Attorney executed by the parent/s designating the minor’s companion to assist in the application process. The Special Power of Attorney must be authenticated by the Philippine Embassy/Consulate if executed abroad.

4. In case applicant is not traveling with parent/s,

  • Applicant must submit DSWD clearance and Affidavit of Support and Consent executed by the parent/s. The Affidavit of Support and Consent must be Consularized by the Philippine Embassy/Consulate if executed abroad

5. In case applicant is an illegitimate child in custody of the Mother,

  • Personal Appearance of minor applicant and mother or authorized adult companion
  • PSA Birth Certificate

  • If applicant is not accompanied by mother during the application process, applicant must submit a Special Power of Attorney executed by the mother designating the minor’s companion to assist in the application process. The Special Power of Attorney must be authenticated by the Philippine Embassy/Consulate if executed abroad
  • If applicant is not traveling with Mother, applicant must submit DSWD clearance and Affidavit of Support and Consent executed by the mother. The Affidavit of Support and Consent must be authenticated by the Philippine Embassy/Consulate if executed abroad.

  • Personal Appearance of minor applicant and adoptive parent/s

  • If applicant is not accompanied by adoptive parent/s during the application process, applicant must submit a Special Power of Attorney executed by the adoptive parent/s designating the minor’s companion to assist in the application process. 9. If the applicant is a foundling and NOT for adoption,

  • Personal Appearance of minor applicant and adult guardian
  • PSA Certificate of Foundling

Steps on how to get a PH passport for minors


STEP 1. Prepare all requirements

Make sure that you prepare all the necessary passport application requirements and supporting documents as mentioned above.


STEP 2. Submit to DFA all the passport-related requirements.

Go to the DFA Aseana office or a DFA consular office near you to submit your requirements.


STEP 3. Payment fee for the Philippine passport.

For Aseana and Consular Office within Metro Manila
  • Regular: Php 950 (12 working days)
  • Express: Php 1, 200 (6 working days)
For Consular Offices outside Metro Manila
  • Regular: Php 950 (12 working days)
  • Express: Php 1, 200 (7 working days)
For Foreign Service Posts
  • Regular: $ 60 (28 to 60 days)


STEP 4. Claiming of passport/s.

To claim your passports, you will need to come back to the DFA office on the day specified on your receipt and pick it up. As an alternative, you can also wait for the passports to arrive at your home or workplace if you choose to have them delivered to you.
