Speaker Alan Peter Cayetano has described as “very complicated” the process by which the Department of Social Welfare and Development (DSWD) will implement the distribution of state financial assistance to 18,000 Filipino families most adversely affected by the enhanced community quarantine imposed by government.
Nevertheless, Cayetano said in a virtual press conference that the Lower House is satisfied with the first weekly report submitted on Monday on the implementation of the provisions of the Bayanihan Heal as One Act.
Cayetano, however, has proposed to the DSWD a simpler process that will speed up the distribution of the cash doleouts.
In a letter to the DSWD, Cayetano submitted a four-step process that will include:
1. Signing of memorandum between DSWD and the concerned local government unit;
2.LGU identifies the beneficiary;
3. Distribution of payout; and
4. Liquidation by the LGU of the cash it received.

Cayetano presented on Facebook Live a graph that showed the step-by-step manner by which the DSWD will hand over the P5,000 to P8,000 social amelioration benefit for poor families and persons economically displaced by the mandatory enhanced community quarantine.
Compared to the four-step process Cayetano proposed, the DSWD method appeared longer to implement.
“Napakahaba ng proseso and also medyo maraming safeguards. Maraming levels ng validation but in effect it will take them 10 to 15 days bago makuha ang kanilang P5, 000 to P8,000 (The process is too long and also imposes many safeguards. There are many levels of validation and it will take them 10 to 15 days before they could receive their P5,000 to P8,000),” he said.
